If you are familiar with the Inkubator Group, inkubator.idevgames.com, then you have heard of Hooptie.

Hooptie is a puzzle game where a penguin tries to trap his enemies between ice blocks.

This application allows you to create levels for this game in a GUI, rather then just as a plain text file. Source is available.
