GWS RanPan is a random pan effect, which can be linked to tempo. I couldn't find an effect that did this when I wanted to apply it to my own music project, so I whipped it up myself.

It randomly pans sound around in sync with the beat.

Four different behaviors are available:

Random Pan (Tempo)
Audio is panned among the output channels at random in sync with a beat or fractional beat. This is the effect that I was really trying to accomplish; the others were incidental.

Random Hard Pan (Tempo)
Audio is randomly panned hard left or hard right (or, exclusively to one of M output channels), in sync with a beat or fractional beat.

Independent Random Gain (Tempo)
The gain of each channel is reduced by a random amount, in sync with a beat or fractional beat.
Note: the 'Invert (Rand Gain)' parameter will cause the random value to be squared and subtracted from 1.0.

Independent Random Gain (Total)
The gain of each set of frames received for processing is reduced by a random amount. Each channel is treated independently.
Note: the 'Invert (Rand Gain)' parameter will cause the random value to be squared and subtracted from 1.0.

What's New:
Version 2.7 adds a custom Cocoa user interface.
In addition, the maximum value for the ”Beats“ parameter has been increased from 4.0 to 8.0.
Additionally, it is built to support Intel-based Macintosh systems.
