Connection Check and App Loader is a useful and simple script that determines if there is an Internet connection. If one is found, then a preselected set of programs will be launched, but if you are offline, a popup will let you know of your offline status.
I have this script in my login items on my laptop so that I don't have to wait for Mail, Adium and Skype to load when I'm not connected to the net, but so that they do come up when I'm online without having to load them all up myself.
