This AppleScript-based solution will randomly select a ticket number between two specified numbers.
Ticket Picker is great for drawings and raffles.

Through the interface, you may enter a starting number and an ending number. You may optionally choose to prevent duplicate wins, speak the winning number, or build suspense during the drawing.

Completly freeware.
