When running OS X, the shortcut 'Command-Option-D' will toggle the Dock's 'Hiding' status. Unfortunately for people running QuarkXPress in the Classic environment, this means that the 'Step and Repeat...' shortcut no longer works!

The problem can be solved by running QXP Shortcut Changer which will allow you to re-assign the key which is used by XPress for the 'Step and Repeat...' menu item.
