Formulate is a simple Mac OS X application that allows one to overlay text on top of a PDF file.
Formulate is particularly useful for filling out forms.

The interface is not the best, but this program is a lot cheaper than Acrobat. There is also a good tutorial on the website to help you get accustomed.
