Make a script from the script source below using the Script Editor in Mac OS X. You can put the script in ~/Library/Scripts and run it using the Script Runner in /Applications/Applescript or you can save it as in application from the Script Editor and just double-click it.
DockPreferencePanes allows you to make dock preference panes.
It finds all your System Preference panes in the various places where they may be installed locally and makes a folder in ~/Documents that you can drag to your Dock, so when you control-click that folder's icon in the Dock, you can select the individual preference pane of your choice.
You can run the script again if you install something that adds new preference panes, and aliases will be added to the docked folder without your being prompted to do anything else. There are a couple of freeware applications that make the individual panes available from the dock, but this Applescript method requires a very slight degree of use of system resources.
