Hard Gothic Normal is designed with another font Soft Gothic Normal at the same time.

Both of this fonts are basic on "Hei" style font, but Hard Gothic Normal is more striaight and without any curve.

That is why it named "Hard". I hope this design made the font have a more modern and strong look.
